As a rule I charge by the hour but also charge by the site or by the page, depending on what you want in the site. I will also maintain your website for a monthly fee. When I maintain a website I monitor it daily. If you are new to website hosting and domain names I can help you with all of that. A lot of folks use Facebook to have a web presence and that's ok but if you are trying to sell a product or provide a lot of information, it's just not enough.
You will see a link on the right about choosing a good website host. I work with several everyday and I know the ups and downs of them all. My favororite host is Godaddy. They are very easy to work with and you can always find them on the phone if you have problems. They have great hosting plans that include domain name.
